To organizers and participants of the International Forum of Innovative Housing Projects

I welcome the opening of the International Forum of Innovative Housing Projects on behalf of the Committee on housing policy and housing and public services of The Council of Federation of the Federal Assembly of the Russian Federation.

The effective functioning of the sphere of housing construction and operation is one of the most essential and topical issues for well-being of the Russian citizens. Many problems demanding undelayable resolution have accumulated in this sphere.

In his message to the Federal Assembly of the Russian Federation, the President of the Russian Federation D.A. Medvedev has especially emphasized the importance of the efficient use of energy in housing and public utilities sector and an active attraction of private funds in this sphere.

By virtue of the undertaken arrangements, the housing and public utilities industry becomes more and more attractive in terms of investments. The active upgrading of the housing stock and communal services infrastructure is carried out, modern technologies are introduced, especially in the sphere of energy efficiency and energy saving.

Our Forum is to become an effective platform for networking, concentration of intellectual and creative potential of professionals, representatives of the state authority bodies, business community from Russia and foreign countries for elaboration of crucial decisions, stimulating the development of advanced technologies and their implementation in the industry functioning system on the basis of private-public partnership.

I wish whole-heartedly to all the Forum participants to have fruitful and creative work, beneficial business contacts, accomplishment of shaped plans, new advances and achievements.
